President


Blake is the Purchasing Manager for the City of Carrollton. He has been with the city since September 2023 and was previously the Purchasing Manager for the City of Bedford. Blake has been in public procurement and contracting for almost a decade, and in city government since 2012. Blake is passionate about city government and the role purchasing professionals hold in those organizations. He is also passionate about training and advocates the importance of keeping up to date with changes in the profession - a philosophy he imparts on his staff and to the broader NIGP community. Blake has a Master of Public Administration (MPA) from the University of North Texas. He currently lives in Fort Worth with his wife and two kids. In his spare time, he loves playing with his children, reading, watching movies - good and bad - and going to the gym.

1st Vice President


Ally is the Purchasing Manager for the City of Richardson. She has been with the City since 2012. Ally had numerous roles within the Engineering Department before transferring to Purchasing in 2020. As Purchasing Manager, she manages the operation of city purchasing functions, surplus and seized property disposition, and the City Receptionist. Ally holds a Bachelor of Science from the University of Central Arkansas. She currently lives in Wylie with her husband, son, and little girl. Ally enjoys traveling, spending time with her family & friends, and napping.

2nd Vice President


Nancy Leyva is the Senior Buyer for the North Texas Municipal Water District. She has been with the District since January 2022 and was previously the Buyer for the City of Wylie. As Senior Buyer, Nancy manages 150 contracts, conducts day-to-day buying activities for the Maintenance and Water Departments, and ensures compliance with all applicable laws and statutes. She has recently obtained her CPPB Certification. Nancy has a Bachelor of Science from the University of Texas at Dallas. She enjoys reading, gaming, and spending time with friends & family and her dog, Max.

Secretary


Geri is the Senior Procurement Specialist at Denton County Transportation Authority (DCTA). She has been with DCTA since February 4, 2020. She has been active with DFW NIGP for many years and has been an advocate for training and helping others on the road to receiving their certification.  


Rebecca

Treasurer


Rebecca is a Contract Specialist at Dallas Area Rapid Transit (DART). She has been with DART for 10 years but in public procurement for over 20 years. Prior to being our treasurer, she served as co-chair of our auditing committee. She holds both NIGP-CPP and CPPB certifications.
